Greg Markley

ChairmanA fire fighter for the City of Kent since 1984, Greg Markley now serves as a Battalion Chief for the Puget Sound Regional Fire Authority where he oversees governmental relations, accreditation and grant programs. He was elected a WSCFF District Representative and joined the Executive Board in 1997, and was elected Secretary/Treasurer in 2003. Markley chairs the Post-Retirement Medical Expense Reimbursement Plan (MERP) and the IAFF Health & Wellness Trust. In addition, he is the Treasurer of the Bates Technical College Foundation and has volunteered for the Muscular Dystrophy Association through Local 1747 Kent Fire Fighters for over three decades. In 2017, he was appointed by Governor Jay Inslee as one of seven members of the Washington State Investment Board, and now serves as a member of the WSIB administrative committee. Markley is also on the board and chairs the Washington State Firefighter Joint Apprenticeship and Training Committee.

Mike Frainier

TrusteeMichael was elected as 9th District Vice President in April 2021, served as Colorado Professional Fire Fighters (CPFF) President from 2017 to 2012, served as CPFF Secretary/Treasurer from 2012 to 2017 and CPFF Trustee from 2004 to 2012. Michael also served as President of West Metro Fire Fighters Local 1309 from 2005 to 2018 and Secretary/Treasurer from 1998 to 2005. Michael was hired by West Metro Fire Rescue in 1987, serving as a Paramedic/Firefighter from 1987 until 2000 and promoted to Lieutenant/Paramedic in 2001, currently assigned to Engine 5 and HAZMAT 5.
Dennis Lawson

TrusteeWSCFF President Dennis Lawson was hired as a fire fighter by the City of Puyallup in 1987. He worked as a Battalion Chief and represented the Chief Bargaining Unit for Central Pierce Fire and Rescue until his retirement in May, 2022. Active in the union since his first days on the job, Lawson has served as an elected leader since 1988 and has held all elected positions on the Local 726 Pierce County Professional Firefighters board. He was elected WSCFF Trustee in 1994 and 4th District Representative in 2001. He was elected Vice President in 2007, and became President in 2016. Lawson has served as an IAFF State Field Service Representative and is one of 25 IAFF instructors who deliver information on behalf of the IAFF Education Department across North America. In 2017 he was appointed to the Law Enforcement Officers and Fire Fighters (LEOFF) Plan 2 Retirement Board, and now serves as chair of the LEOFF Plan 2 board. Lawson shares the legacy of fire fighting and union membership with his family. His father was a Tacoma fire fighter and member of Local 31, and his brother works in Vancouver and belongs to Local 452.

Christian LiVecchi

TrusteeChristian LiVecchi started with Spokane County Fire District 9 as a career firefighter in 1999. He attained his paramedic certification in 2008, was promoted
to Lieutenant in 2012, and Captain in 2015. He moved to the Prevention/Investigation Division, where he currently serves, working with community and other public agencies.
Christian became involved right away with the union. As a member of IAFF Local 2916, he participated in several committees and desired to do more. Elected to the E-Board in 2005, Christian became even more involved with union activities. He served as Vice-President for a term and then President for two terms. During that time, he negotiated a change with medical coverage, moving the Fire District to the Northwest Fire Fighters Benefits Trust (NWFFT), effectively becoming the Trust’s first official member.
In 2015, Christian started working to negotiate CBAs for new locals in Washington, Idaho, and Montana as an IAFF 7th District Field Representative.
Because the NWFFT was growing, in 2016, the WSCFF MERP/NWFTT board was divided into separate boards. Since then, Christian has served on the NWFFT as a Trustee, now known as the IAFF Health and Wellness.

Craig Soucy

Craig Soucy began his firefighting career with the city of Mukilteo and, since 1993, has worked for the city of Renton where he has risen through the ranks from Lieutenant in 2008, to Captain in 2014, and to Battalion Chief with the formed Renton Regional Fire Authority in 2016.
Craig was one of the organizing members of IAFF Local 3482 in Mukilteo and has served as Trustee, Vice President and President of Renton Local 864. He worked as a Legislative Liaison for the WSCFF from 2009 – 20011 and currently serves on the board of the WSCFF Medical Expense Plan (MERP) and Northwest Fire Fighters Benefits Trust (NWFFT). In 2012, the city of Renton honored Craig by awarding him Officer of the Year.
Craig was elected and served the WSCFF Executive Board from 2016-2022 and represented the 7th District, comprised of over 800 union fire fighters in the communities of Bellevue, Redmond, Kirkland, Bothell, Woodinville, Renton, Mercer Island, Skyway and the Seattle Fire Chiefs.

Eric Tuott

TrusteeEric has worked for the Anchorage Fire Department in Anchorage, Alaska since 2002, and has served as an Executive Board member with Local 1264 since 2006. Prior to his E-board service he was the Southcentral Region Representative for the Alaska Professional Fire Fighters Association. He was appointed as a Trustee to the IAFF Health and Wellness Trust in 2020. He holds a degree in Economics from the University of Alaska at Anchorage, and lives with his girlfriend and their blended family of 5 kids and two dogs. He is an avid fan of the Seattle Kraken hockey team and enjoys playing hockey and being outdoors in his spare time.

Chris Volk

TrusteeChris Volk became interested in firefighting while in high school serving as a fire explorer for Ocean Shores Fire Department in Washington State. He was hired as a professional firefighter at Pullman Fire Department in 2004 and now serves as a Lieutenant. A proud member of IAFF Local 1892 – Pullman, Volk was elected Secretary/Treasurer in 2007, a position he still holds. He was appointed and then elected Trustee to the IAFF Health & Wellness Trust in 2016.
Jeff Wainwright

TrusteeJeff Wainwright began his fire service career in 1991 and is currently a Shift Captain with Spokane County Fire District #8 serving South Spokane County. Wainwright was Charter President of the Spokane County District #8 Local 3711, a position he held for 17 years. Elected to the WSCFF Board in 2012, Wainwright represents the 9th District, comprised of 767 IAFF members in 14 local affiliates. He serves on the Public Relations Committee and is Chair of the Wildland Fire and Mobilization Committee.

Ricky Walsh

TrusteeRicky Walsh became a career professional fire fighter with the City of Hermiston, Oregon in 1983. In 1986 he was hired as a City of Richland fire fighter and worked as a paramedic, Lieutenant, and Engine Company Captain, and served as the department’s training officer. He retired in 2013. Ricky was elected Secretary/Treasurer of the Hermiston Fire Fighters Local 2752 in 1983. In 1988 he was elected Vice President of Richland Fire Fighters Local 1052 in 1990, and served as Negotiations Chair for 22 years. An active participants in WSCFF issues, Ricky was elected to the Executive Board in 1993. He was elected Vice President in 1996 and served in that position until he was elected to the IAFF Executive Board as the 7th District Vice President in 2004.
